Yes you will need to hand prime the fuel system if the tractor has set for any amount of time, you can just keep pumping it till you hear fuel bubble back in the tank (there's a relief valve on it so you will never over pressure the system)

some very late model 3320's may have a thermostart  heater on them but most do not, if the temps are below 20f you will need the tractor block heater plugged in as they become very hard to start at that point.
