3pt hitch jumping under load

I'm having trouble with my lift arms dropping and then jumping back up every 5-10s.
If I'm reading right this is likely due to the safety valve seal?
Is the safety valve under the top cover (under the seat)? Or is it inside the bottom plate?

Its usually the main lift cylinder seal. You must lift the 3pt lift cover off the diff housing to access it.
