is the linkage that connects the foot throttle to the main throttle linkage

This looks like a rod of the newer tractors, the part number begins with 5911 so its of a 5911 or later.

No but i believe it links the ball joint on the end of that shaft to the ball joint under the floor on the end of the foot pedal shaft
