Bush hog behind a Zetor 5211

When bushhog is connected to both lift arms as usual, the stabilizer bars/arms will not lock into place-one side will lock but the hog will not swing and center up behind the tractor to let the other one lock into place. I measured the bushhog from corner to corner to rule out warpage and this checks ok. Any thoughts appreciated.
 
Is your top link preventing it from swinging?

Sometimes the play (or slack) in the bush hog frame is not enough and the frame contacts the top link too hard.

I have seen some people use a chain for a top link when their top link is too long and they don't happen to have a shorter one.
