Clutch wont disengage

Just got a 6211 tractor, clutch does not disengage properly. If i pump the petal realy fast a lot of times the clutch will start to work kind of, but just a little at the bottom. I replaced the slave cylinder, and bleed the line with no change. Do i need to replace the master cylinder, or is this something worse???

Master cyinder does not seem bad. before i change that, why does the clutch beed off after i get it pumped up? I do not seem to be losing fluid in the system.???

its got air in it.

when the fluid is low, you first get air in the clutch, because it taps into the canister at a higher level: So the clutch will stop before the brakes will run out of fluid.
 
Bleed the clutch, no change, i took off the inspection plate, and i can see the shaft and bearing moving, but nothing else. What is this about? Is there adjustment inside? or does this mean i need a new clutch????

Is it touching the pressure fingers ? it might be just out of adjustment.
