hard starting low on power

i have a 3340 . rebuilt the engin this year because of antifreeze leak. now it is hard starting will crank for about 20 seconds then one cylender will fire . lots of white smoke then a second cylender and then finally the third one fires. have to let it run for about two minutes before i have enough power to start moving in while in first gear hi range on level ground. The timing was out from the factory and has been reset. rebuilt pump and new lift pump installed. no fuel leaks . Did have a electric fuel pump on but dealer took it off as they claim it was causing to much fuel to bypass and this was the cause of power loss. i was down to under 35 hp now they can get almost 40 hp . But still is very hard to start. With winter coming i do not think i will ever get it started.I have had trouble now and it is not freezing out yet . any idea's out there what i should be trying next. also when pump was rebuilt the injectors were check
 
White smoke is caused in a cold engine by unburnt fuel and water droplets.

From what you describe, you have a major problem with your fuel injection system. You mention that the engine was rebuilt.

How is the starter motor? Does it crank the engine over quickly?

What does the engine sound like when warmed up?

How did you set the fuel pump/ignition timing?
