106 and 9641 had a simple turbo with no wastegate. The 114 had a turbo with poor geometry that didnt match the engine airflow.
So yes, maybe a 10641 turbo (or intercooler) will work if you accept a little smoke at full power... if the true problem really is the backpressure of the air to water intercooler, this backpressure would limit the turbo peak flow, hence preventing overrevving the turbo, which means no need for a wastegate to prevent overrevving the turbo when there is more thermal energy in the exhaust gases propelling the turbo...
Never looked at this this way before... But now you say it, it makes perfect sense to go back to the original turbo for this air intake system with its flow and backpressure, before they messed up
Maybe you would be trading a few ponies at the top, for a much better overall performance, but it would be the cheapest solution.

intercooler body 13.029.503 is used on the 1404 engine (TIER 2 11441)
turbo 10.022.524 (CZ model C14-13, non wastegate) is used on the 1303 engine
turbo 13.029.544 (CZ model C 14-109, non wastegate) is used on the 1204 1004 1304 engines
turbo 13.029.534 (CZ model C14-63, wastegated) is used on the 1403 and 1404 (11441) engines.
turbo 19.029.024 (CZ model C14-176, wastegated) is used on the 1504 engine in the 12441
I would really like to try a C14-109 turbo off a 10641, or a C14-176 off a 12441 on a 11441 and see if it will awaken the beast...
I have found some sources saying that the 12441 had an air to air aftercooler, which would mean it could also be installed on the 11441 (because it has the same hood model) to cure both the turbo lag, cooling problems, and give some more power...
