Hydraulic problems crystal?

Hi my zetor 16245 is very slow at letting down its arms, the screw handle under the seat seems to be seized. Is there anything I can do to speed up the arms???

Sometimes the valve is stuck. If you undo the return line on the back of the 3pt hitch cover, there is a bolt or screw inside. put a big screwdriver on it and tap it with a hammer.
