i would not be surprised if it is. The Czechs started the UR3 development in 1988 or so, after loosing the UR2 in 1981 to the Slovakian ZTS factory by socialist government rule. The iron curtain fell in 1989, and Zetor introduced it in 1991 to replace the UR2 they lost to Slovakia, the country which declared independency a year after. They still dont get along very well, Slovakia was, and is more socialist minded, unemployment is higher, none of their big manufacturers of the socialist era is still developing its own products. Czechs were classical liberal minded (not like "liberals" in the USA, they hijack the principle) many of their national industries adapted and still exist (Zetor Tatra Skoda) and their economy runs better. (Slovaks can react a bit butthurt when you say it and tell you that Zetors parent company HTC group is Slovak, but HTC is founded after the Velvet Revolution, so it is not really a "survivor" but a success story in the newly established free market )

Anyways, to cut short this history, the UR3 was designed to replace the UR2 in the then popular and profitable 75-105hp bracket because the ZTS produced tractors were unstatisfactory to dealers in the West. I wouldnt be surprised if they designed them with commonality of attachments in mind.
