Sorry now. But you probably know what your talking about with your problem. But for the rest of us, maybe you can explain your problem in better detail than 10 words.
 
New members will have a member group level 1. If the new member read his privat message,

he will easily know how to become a member level 2 group membership for free to read the complete FAQ articles.
The member level upgrade is given automatic if ... read the pm all new members have become with registration.
