question Parking brake Zetor Proxima 7441

Zetor 7441
Brake does not release when handle is lowered. Can release it by standing at rear and pushing lever that cable is attached to. Any ideas please.
 
Without pictures... maybe mud and/or rust in the attached cable?

I have never had a tractor like yours, but any cables can get very stiff from being dry or partly seized. If you can push it back into place by hand from outside, it looks very like the cable would where to start with releasing fluid or have you lost or broken a return spring?
