PTO trouble

Hi there im in the middle of restoring a 4718. So far it had heads skimmed and all new head gaskets master and slave cylinders and the panel work is still being attacked!! I stared it up the other day and the PTO was reluctant to turn. after imposing a load on to the PTO shaft it stopped turning and started whining. Does anyone know what this may be? also is there operators manuals available for this tractor
