pulsing revs of a warm engine

I have a 1989 Zetor 6245 and when it's warm, the engine will start to rev up and down, but if you go to full throttle it will even out. This especially happens if the tractor has been shut off warm and then restarted. Is this a governer problem or a fuel pump problem? Any thoughts? George
 
i think you must adjust the tension of the levers inside the fuel pump by tightening a screw... i cannot remember which one exactly, I discovered it by accident when i adjusted the wrong screw....;)
