question throttle problem on a Zetor 3340

The device that tensions the hand throttle is frozen up apparently. The nut on the exterior has no effect on the handle.
Is there another tightening adjustment on the inside of the cowl?
I have removed the wire cable linkage and lubed the housing but to no avail.
I have no idea how to even remove this part of the throttle linkage, I would appreciate a bit of advice on what to do.

Thanks for the information. I failed to check back and see any comments after a day or so.
I contacted a farm equipment repair that had done some work on this tractor previously. Their suggestion was to remove the tension bolt and the throttle lever, watch for the small piece of key stock. Also remove the linkage cable then hose the inside with some penetrating oil, then screw the tension bolt back into the shaft and tap with a hammer and keep moving the part of the linkage where an adjustable wrench can be placed for leverage. It began to free up and after a bit I reassembled it and set the tension and all is well, for now.:)
