question Ursus C-355 - what oils?

Hey

Can anyone please tell what sort of oil... to put in here and what it is for. I cant start the engine, can that have anything to do with the lack off oil ? Please see picture.

Use ordenery 10-30 engineoil.If there is no oil atol in there the govenor could seace and this cold cose the start problem.
