Zetor 3045 - Oil leak from injector pump.

We have restored a Zetor 3045 that had been standing for 10 years. Fitted a replacement block/new liners/ pistons etc...
Refitted the original diesel injector unit reconnected injectors etc.. The engine started after a few turns which was a good sign.
The injection pump looked like it had not been touched - all connecting unions and locking wires had not been touched (no sign of adjustment with spanners etc..).
So we thought lets not strip it or recalibrate it - just try it.....
It worked, runs well for 20 - 30 mins setions and has no problems starting but occasionally cuts out, it could be ticking over nicely at low revs than just cuts out for no reason.
We have eliminated fuel leaking problems that could be introducing air ie: new tank valve, new manual pump.
We have changed the oil in the govenor side.
What is happening is when the engine is running and after running there is oil dripping out of an overflow pipe below the injector unions. There is a constant drip that can accumulate to approximately half an egg cup.
Have we overfilled the govenor?
Is this oil in the govenor side the same as the oil I am seeing coming out of the overflow pipe.
Is the oil coming from the engine through the timing gear area where the shaft drives the injector pump?
The overflow pipe is there for a reason - can anyone enlighten me please.
Any help would be gratefully received..
