Welcome to Europe - we use the metric system (mm, cm, dm, m, km, ...) and for pressure we usually use Pa (kPa, mPa, ...) or Bar. Psi is not often used here.

I think its a good idea to do a litle bit to stop the rust.
To fill in we use the "Hanauer Maus":

You can fill max 75% full, never 100%.

But its not a good idea for tractors with over 30 kmh vmax... and also not good in VF tyres.
