question Zetor 4011 diff lock pedal does not work

Hello i am new to the forum .i have purchased a 1966 4011 and have a question .The diff lock pedal on the floor does not work .i can move it by hand up/down but it does not seem to be connected .is this an adjustment problem or something more .i look underneath and the rod is connected
