Zetor 4341 shuttle shift problems

Have a Zetor 4341. Shuttle shift is stuck in reverse. Bolt with spring tensioner was loose. Took top housing off and shuttle shift rod was out of loop. Put all back together still doesn't work. Any ideas?

Try to shift with the tensioner loose. My 3011 was very hard, if not unable, to shift in high range. I put a washer under the tensioner because the ball couldnt get up far enough to allow movement.
