Hi,
Thought I'd add my fivepenneth to this. The compression figure you've stated is low in my opinion. I'd be looking for 20 plus with new parts. Which head gaskets did you fit ? Use the 1.2 mm's, they start better.
Have you checked the timing ? I've known the compressor/pump driveshaft to twist, which throws the timing out. Try swinging the pump fully one way on its slots and see how it runs.
