1000 or 540 rpm

I serilously suspecting that my PTO runt on 1000 rpm. Is it possible to have a 6 spline shaft and use 1000 rpm? In my manual is says that this can't happen becouse of a spring that only applys then using a 21 spline shaft. Appart from looking at the speed of that PTO shaft when running, is there any other way to be sure that it is 540 rpm I'm using?
 
Sorry it's a 8011. But I think I've solved the problem. I removed the bit of the shaft (21 splines) that goes into the thingy just beside the compressor outtake. When I did I seems that it was "hotwired" to run on 1000 rpm's with a 6 splines shaft. I now runs fine and it seems like it's 540 rpm on the PTO.
