16145 stuck valve?

no second gear situation is on hold for the present, this tractor had sat without exhaust cap for aprox. 4 years. #2 not hitting, swapped injectors with #1, problem strayed with #2. I am guessing valve stuck open? Have couple small tasks for it, then open it up and have a look. Any suggestions before i remove hood, fuel tank, valve covers? more progress on new bright red paint and started installing hid lights. I may never get it to work right, but at least it will look pretty and i can sit in it and light up the night,
