Note. If the clutch is getting close to worn out the pedal will be very close to the top anyway.
There should be some clearance (usually 1mm is enough) between the pedal pushrod and the clutch Master Cylinder piston, if there is no clearance the fluid return valve (back to the reservoir)may not open and you could get pressure buildup in the line.
you can check this by trying to pull the clutch fork back against the slave cylinder (assuming you can access it) it should displace fluid back into the reservoir,.......
if the slave cylinder will not go back easily, try releasing the bleeder screw to let off pressure, if still not going in then the clutch is almost worn out (ie the Slave Cyl piston is at the foot of the cyl.) or the slave cyl has a build up of crud behind the piston.
