3011 cold start button

The cold start button on my 3011 has stuck in the cold start position, that is right in. This is the small button on the 24 mil nut on the end of the fuel pump. Is there any trick to freeing it, and is it safe to undo the 24 mil nut to make it easier to work on the button? The button is not seized in through rust, it was working until a few months ago,it just stopped a

Yes, but without this, the engine will get maximum fuel and smoke like a burning tire.

I pulled it back with pliers and WD40. It's either rust or a broken spring.
