5211 hydraulics

So, my 5211 is doing something new. The hydraulic pump is failing to function at all, and the PTO will only run on its own, not along with the pump. It's very easy to shift the PTO/pump lever into the forward two slots, even without using the PTO clutch. Am I right, the clutch is likely to be the problem? Any suggestions?
