5211 live hydraulics

Does a 5211 have live hydraulics? Only way mine will lift is with the PTO turning.From memory I think my pto turns when the pto lever is all the way back toward the seat. In any other position the pto stops but no lift.

Push the small lever on the floor foreward all the way, this should give you hydraulics without PTO turning. hand clutch must be down.

Thanks- will try that again--maybe I just didn't have it pushed forward all the way----I hope..
