7745 3 point hitch

my 3point hitch travels its full range up and down but the control leaver does nothing for the first 3/4 of its travel. making it hard to control the height of implements

Try moving the P M D lever to P (position control) . It sounds like you have it in draft control. You will get much more control over the linkage.
