Break lights permanently on 6211

Hi, I have a 6211 which had a number of electrical issues - most were solved replacing a blown fuse - the one which covers main beam flasher, break lights and horn. When replaced the break lights stay on. even when I disconnected the swtiches above the break peddle. I cant work out what is going on - any help much appreciated
