Hard inner circuit control operation

I have a 1996 Zetor 4340 with about 2500 hours on it. When I try and lift the 3 point hitch up to its maximum height (DM) it is all I can do to move the inner circuit lever into position. It seems to move easily until the last 1/3 of travel and then I must use two hands to move it the last bit. The hitch doesn't start to move until this last 1/3 of lever motion and it seems to have about a 5 second delay.

The preselect control lever is in P or fixed position and the outer circuit is in neutral.
The reaction control lever is set for maximum oil supply.

It seems to be difficult to move with or without an implement attached to the 3 point hitch.

Any suggestions on what I should look at to make this easier to operate?

stand at the back of the tractor without implements connected. under the cab on right side you will se where the levers go throug the floor and into the the back end. the three point lift lever has a bolt with a spring an washer that goes throug a plate and wich follows a half moon shaped groove in the plate. adjust the spring loaded bolt to get less tension on the lift lever, if you have someone move the levers while you look you will understand what i mean.
