Help....How do you unstick brakes, may be emergency lever related

Machinery:
Zetor 5211 with Westendorf loader and BushHog 236 shredder. Due to a broken back, my equipment has been in my tractor shed for too long; however new parts are arriving and physical update help has started.
I finally got my 5211 and used it for a few hours....then this morning spent some time checking things out and pulled the parking brake. Then the right brake was stuck. Tried pulling and releasing the lever lots of times...but the lever became very tight...and brake still locked. Can someone please tell this newbie what could be wrong and what I should try? Please.
 
sticky hand brake cable. Sometimes it releases when you reverse.

Best is to replace brake bowdens anyways, no matter what you use them for, but bowden cables require lots of maintenance.
 
Renze is right about replacing the cable, but sometimes a quick fix is to dribble oil onto the cable under the brake handle while you move it. It can be a help if you have someone under the tractor to pull the cable back down after you have oiled it to work the oil down. We have used penetrating oil to get it free enough for engine oil to be able to work down on the PTO cable.
