zetor 3511 removing hydrolic pump cover

I want to change the packing of the hydrolic pump cover.
Released the bolts of the pump, then removed the bolts of the cover. Can't remove the bolts of the pump. Seems like there are nuts on the other side that turn around too. Cant move the cover either. (afraid to use to much force)
Do I need to lift the top lid? Or is there an easier way to get the lid removed?

Remove the bolts around the edge of the cover and pry it of vith a crowbar.
