question Zetor 7745 - 3 point not lifting

I've had this 7745 for about 6 months and I cant for the life of me figure out why the 3 point wont lift the controls have no effect no fluid gets pushed to the cylinder to lift it any ideas where I should start to diagnose?
(Probably unrelated but my front loader is also slow even with the oil flow set to the max)
 
Have you the left lever on the floor between your legs in the right position?

I should be able to answer you, but I can't remember. Sorry it's years since I drove one of those tractors. You need one of the boys on here using them smaller ones everyday.
 
Did you check the lever that controls the speed of the hydraulics? I think it sits just in front of the 2 hydraulic levers to your right.
 
It's on pto and hydraulics is that not the correct position?

right position will be the max speed position...
If the rod underneath has not fallen off.
