zetor with hydrulic problems

hope someone can help me with this.. I have a Zetor model 5243, it sat for 2 years and I fired it up last week and the three point lift will not raise or move,but the front loader works fine.. what can I check on this to trouble shoot the problem?? the hydraulic filter has been checked and cleaneed

hi in front off the levers for the hyd controls there is a valve thats
controls the liftspeed it may be closed
