If you are new in a place, you don't go straight to your neighbor and ask if he can tell you how your heating works, but first introduce yourself briefly - right?
Would be realy nice If you can firstly say some shorts about you and yout tractor, with a photo of the tractor.

But dont forget to use the pto hand clutch lever left side of your seat (never ever longer than 5 minutes!!)

Isn't there more too, with the handle on the floor, to select the right notch to engage the PTO. I think there are 4 different notches you can push the left handle on the floor closes to your left foot.

My name is Brian and I live in Oklahoma. Just got a 1995 Zetor 3320 for minor brush hogging and driveway work.
Mine does not have a yellow lever maybe because it’s old.

Hello. You need to pull up the hand clutch on your type tractor before you try engage the lever on the floor. The hand clutch is in your second photo, on your left side as your sitting, it looks like the hand brake but closest to you.
Did you manage to engage the PTO?
It's the left lever on your picture, and the different settings is shown on the yellow sticker (left side).
Remember to first pull up the PTO hand clutch on the left side of your seat, then move the left lever on the floor to the correct position and lower the PTO hand clutch.

as @diyfarmer says, you need to pull up the hand clutch before operating the lever on the floor.
However, when looking at you second picture, it looks like your hand clutch lever might be broken? (push button/rod is hanging on the outside of the lever)

Your Levers are missing the colored plastic handles.
When sitting in your tractor seat, the two levers to your left, I believe:
First Lever (should be Red) is shorter in length, is the parking brake,
Second Lever (should be Yellow) is longer in length, is the PTO Hand Clutch.
The two black Levers on the floor between your legs behind the gear shift lever,
I am not sure about them because they both have black colored handles,
but I lean toward them being for selecting the PTO options.
You may have a two-speed PTO system, which one of these two levers may be used to select between the two PTO speeds.
My two Levers on the floor between my legs behind the gear shift lever, the one to the left (Yellow) is for PTO selections.
The one to the right (Black) is for the High and Low speed range selection.
My 3340 Zetor is a 4WD and only has the single PTO speed system with the Shuttle-Shift transmission.
Also I have the High and Low range lever (see my picture up at the second posting).
