Hi, you can re-seal the rams. You may need a die-grinder to clean the grooves for the seals. There's a snap ring on the bottom of the piston which you have to flick off through the union hole. Have fun !!
Look harder for a leak. They have a small hole in the water pump for leaking water to drain away. The expansion tanks can leak and radiators often leak on those tractors.
It has a solenoid under the floor. There’s a plastic cap on the exhaust union. This union can block as it has a filter gauze in it. Check the piston on the r/h side of the gearbox moves freely.
There definitely is a connection. The same pump runs both. You need to get the various options pressure tested. If the torque multiplier has a leak you wont get the pressure to the pto pack. Check the filters. The pump is bolted onto the front of the filter housing.

Can you lift the arms like the other chap asked. If you can it could be the adjusting bolt for the height limiter coming undone in the end of the valve block inside.
