5211 brake cross over ror removal

How hard is it to remove the cross over rod so it can be polished and totally freed up--(cross over rod I am calling the rod that park brake cable is connected to and passed through a gear box looking thing and goes to the other side to work the park brake on that side.). Suggestions are welcome.I have sprayed and sprayed penetrating oil and worked it back and forth and it seems free but apparently isn't free enough..

The crosshaft shouldn't sieze in the casing as there is oil on the inside of it and usually has a slight leak. What can happen is the linkage for the pto clutch can sieze onto the brake shaft, as the "L" shaped part should be free to move independently of the brake shaft.
To free off, just remove the circlip, then the small lever which is on a key. You can get to the pto linkage then.

ixerO, thanks--very good info--the whole shaft was seized solid but it is now somewhat free--not as free as I want it to be..will check the pto linkage....once this is Known to be free, how do you properly adjust the cables? Thanks
 
Took rod and cable aloose from the L shaped pivoting bracket and it is free on the shaft-cables are adjusted where there is no tension on them-both cables and the rod drop in their respective holes without having to pull or push to make them align .
