5211- hard to shift-can't get 2nd and third gear at all

Appears that Pto is working right..now got it all back together and hard to shift and can't get it in 2nd and third gear.Looks like all back apart again. Once bolted down I knew that the only pto speed is 540 but I wasn't concerned about that-I would never use 1000 rpm.. Could this have anything to do with the shifting problem?? Any thoughts and suggestions are appreciated. Thanks
 
Update-----lesson learned hard way..putting it together yesterday had no new gearbox gasket so just used Permatex ultra grey..Seals great but with no gasket it binds the shift rails..will order gasket tomorrow--anybody ever used two gaskets just to give the shift rails a tiny bit more clearance??
 
Not sure gasket will solve the problem but bound to help with clearance...Now pto lever has jumped out of its slot and is bound--lever will not move either way..Brother-in-law and I believe that pto shifting problem is directly related to the 540/1000 rpm alignment--thought we had the offset lobe under the cover in the square box end of the slider rail-tried it in several positions and havent found the magic spot yet. - Before it was disassembled the 540/1000 lever only turned 1/4 turn and only 540 worked..Now don't turn at all and pto lever won't shift back and forth..Read some in a shop manual (does not specifically list the 5211) but it didn't give any details about alignment and such for re-assembly of the gearbox cover ..Any clues, tips or suggestions appreciated....
