5211-Lever on front near hyd lever cover

What is the lever on the front of the hyd lever cover area..It is a paddle type lever-looks like it is suppose to loosen and retighten. Mine is rusted and will not move-I think a small rod connects to it and runs over toward the seat(under the seat area under the floorboard..

It is caled hydraulik responslever, regulates the speed of the hyd.
I never had any use for it.
