Bleeding brake system for Zetor 4340

after following insructions in workshop manual , pages 165-180, it tells me the process but not the how to to bleeding the brakes. I ahve removed the seat exposed the rear axle assembly , found the bleeder plug, inserted /submersed hose to container of brake fluid... have no resistance on the brake pedals. Does one have to start with brake pedal cylinder first?
 
I think you should start at the beginning. Make sure the brake fluid reservoir is full, then bleed the brake master cylinder. Bleeding is fairly easy if you remove the plate behind the engine (in front of the instrument panel). After bleeding the master cylinder, move back to where you are now. Good luck.
 
thanks for the reply, brake reservoir is full...appears both pedal master cylinders appear"frozen". I've fnally removed for replacemant. 69)
