cooling water in engine oil

If the tractor has to work hard or long the water is too hot and get blown out. Also, there is water in the oil of the engine. I removed the cylinder heads off but do not see an immediate problem with the head gasket. Any ideas or tips?
 
water in oil, when the head gasket is ok, means that the O rings around the piston liners are bad. But since it blows water out, start with the head gaskets first...

Oh, and change the frost plugs on the bottom of the heads: if they leak, it runs into the engine oil too without leaks on the outside.
