There is allways a small bypass leakage in the pump elements and the diesel will leak out at the over flow pipe. This is normal. On my 4718 the pump should be filled with engine oil and when pure diesel start leak out instead of an oil/diesel mix it was time to fill it up with new oil again. The oil will be diluted with diesel due to the leakage over the time.
On top of the injection pump there is a "breath nipple". Loosening it an fill motor oil until you get pure motor oil out of the over flow pipe. On my 4718 it was described in the operators manual.
The regulator side (the back side) just make sure that there is some oil inside. If the oil is very contaminated you can open the side lid and carefully clean it inside by flushing some diesel until it is clean. From a life time of view it is very important that the injection pump has a good lubrication
