Power steering booster leaking at reservoir, Zetor 5211

I need assistance with the power steering booster system problem on my Agri-power 5000, (Zetor 5211 or 5011), built in 1984. I acquired this tractor in 1994.

I was using the tractor to move two railroad ties; it started to leak fluid so I drove to the barn and parked it. Examination revealed that power steering fluid was coming out the "vent / overflow" tube on the side of the storage reservoir. Leakage continued, although more slowly for weeks.

My questions are as follows:

1. How full should the power steering reservoir tank be?
2. Should the magnetic cleaner be submerged?
3. The filter screen has a window on one side, in what orientation / direction should the window face when installed?
4. Can I use "universal hydraulic and transmission fluid" in lieu of power steering fluid?

I understand that rebuild kits for the power steering hydraulic pump are not available.

Any ideas on why this fluid is leaking? a blockage? is there a valve in the system that could be blocked?
Any suggestions regarding how to proceed?

hi Sunds licke the filtergause is cloged upp and the retun oil is forsed out, you shold fill the tank ca 3/4 upp and use atf2 oil.
The "window" in the filter should face the return pipe.
