Zetor 3320 extremely high rpm's on startup

I was having problems with the fuel system and it seems we finally got the tractor to start but it started and we were unable to control the RPM's. It was through the roof! The only way to kill the tractor was to cut off the fuel supply. We have removed the injection pumps multiple times but didn't mess with anything on the idle/throttle part of it. Any help would be GREATLY appreciated!

Spring tension on a governor spring. dont touch the screws unless you write down how many turns you did on which screw, so you can go back if something odd happens.

did you resolve your problem. I have the same problem and could use the help . tractor ran perfect when stopped then would not start. when i finally got it started it had no throttle response.
