6341 Compressor Problem

Hi. Cant find relevant post so apologies if answered already.
Have a 1999 Zetor 6341 Im preparing for sale. Engine reconditioned after frost damage, new clutch.
Problem is the 4 wd is locked on. There is a light in switch and the solenoid underneath does click. Seems to me there should be air to keep 4wd turned off.??? Cant tell if compressor is working or not. But I think not. No hissing, no blow off and no air in tank. There is a tiny L shaped lever on top right of compressor with approx 1mm of movement in it. Manual suggests this turns compressor on and off ??? Have given this WD40 but have not forced it. But Im convinced it must move more than 1mm.
Sweet little tractor. Inherited it in a very lonesome condition as part of a land purchase. Have fitted new glass, replaced mudflaps, replaced hoses on loader. Polished up. 4500hrs

To engage the compressor, lift the top lever and push in the lever on the side when the engine is only barely ticking over
