When I stepped on the brake pedals, they didn't push down at all and the tractor kept moving forward. I checked the brake reservoir and it was full and the fluid was clear. Hand brake is working fine. What is the next step?

Could be seized pedal pivot, seized Master Cylinder or seized slave cylinders.
What happens if you only push 1 pedal down at a time?
Could also be a blocked brake hose ..... not sure if there are any high pressure hoses on your model, (more common than you would think on cars, especially Clutch hoses)
Sounds like Pivot then, if it was M/Cyl you would have a little movement until the clearance between the pedal and M/Cly piston was taken up.
to double check, remove the M/Cyl on the stuck pedal and see if you can get it to move.
Apply heat and CRC556 to the pivot and tap the pedal firmly with a block of wood and a big hammer, back and forth until it starts to free up, then remove the pedal from the pivot and polish the pivot pin with fine emery paper and grease the bush in the pedal (i assume it is a bush, as i have not had mine apart)
Good luck ............ if it is really bad the CRC556 might have to soak in for a week with daily applications.
